Graduated from Tashkent State Law University with a degree in “Public Legal Activities” (Bachelor, 2018), “Public Administration Law” (Master’s degree, 2019), National Research University “Higher School of Economics” – St. Petersburg with a degree in “Strategic Management logistics” (master’s degree, 2021).
Independent candidate in Сonstitutional law (PhD). Conducts research on the topic: “Issues of further improvement of the constitutional and legal foundations of the republican executive authorities.”
Lead the modules “Local Authorities” of the Department of Constitutional Law of the Tashkent State Law University (2021–2023 y.). He is the author of over 10 scientific and analytical works published in domestic and foreign journals. In particular, “Optimization of executive authorities: foreign practice, application in the Republic of Uzbekistan”, “Improving government efficiency: achievements and prospects”, “Improving government efficiency using the example of Japan: status and application in the Republic of Uzbekistan”, “Which industries can be allocated state budget funds saved as a result of administrative reforms?” and etc.
Has experience working in various executive authorities, including the Ministry of Justice, the Ministry of Employment and Labor Relations, etc.
Speaks foreign languages: Russian, English and basic German.

The main tasks and activities of the Department are:
scientific, information and analytical support for the activities of the President of the Republic of Uzbekistan in the formation and implementation of legal policy in the areas of constitutional construction and public administration;
organizing and conducting fundamental and applied research aimed at forecasting and developing priority areas for legal support of reforms and analyzing the effectiveness of constitutional building and public administration;
conducting legal expertise and preparing opinions on draft legislative acts in the areas of constitutional construction and public administration, submitted for approval to the Administration of the President of the Republic of Uzbekistan;
systemic political and legal monitoring of the effectiveness of law enforcement practice, the execution of decisions of the President of the Republic of Uzbekistan and other regulatory legal acts; development of proposals for strengthening the impact of legal acts on the course of reforms of the effectiveness of constitutional construction and public administration.
