Nigmatov Komron Inoyatullayevich

Head of Department

K. Nigmatov is the author of more than 20 scientific publications, including on issues of international law, criminal and criminal procedural law, international human rights law, and legal policy.

Since 2022, he has been an independent researcher (PhD) at the University of World Economy and Diplomacy (topic of dissertation: “Issues of the responsibility of TNCs for violations of human rights in international law”). The results of his dissertation were reflected in the decisions of the Cabinet of Ministers of the Republic of Uzbekistan.

Mirzayev Shukhrat Mashrabovich

He is the author of more than 20 scientific publications, including on criminal law, criminology and penitentiary law.

Since 2016, he has been an independent PhD candidate at the Tashkent State Law University (dissertation topic: “Organisational and legal basis for the coordination by local public authorities of the activities of law enforcement agencies”).

The results of his dissertation have been reflected in the laws of the Republic of Uzbekistan and orders of the Ministry of Internal Affairs of the Republic of Uzbekistan.

Narbutaev Erkin Khalbaevich

Doctor of Law, Professor

In 1983, he defended his PhD thesis on the topic: “Qualification of crimes against public order”; in 1991, he defended his doctoral thesis on the topic: “Problems of the effectiveness of legal measures to combat crime: law and practice”. In 1994, he was awarded the academic title of professor in the field of political science, economics and law.

He is the author of more than 75 scientific articles, 12 monographs and textbooks, commentaries on articles of the Criminal Code and the Constitution of the Republic of Uzbekistan.

Specialization – criminal law, process and penal enforcement law, criminology.

The sphere of scientific interest is the reform of criminal and criminal procedure legislation and the substantiation and development of draft Criminal and Criminal Procedure Codes on a fundamentally new basis. A new scientific direction was initiated – criminal law ethnography (a monograph was published in 1995).

Khodjaev Shokhrukh Muzaffarovich

He has prepared more than 20 information and analytical documents on various legal policy issues.

He is the author of more than 10 scientific publications on criminal law, criminology, countering corruption, terrorism and religious extremism.

Since 2023, he has been an independent PhD student at the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan. The results of his scientific research have been reflected in some draft laws. He was directly involved in the organisation of a number of international conferences and round tables on constitutional reforms.

Zokirov Sherzod Ilkhom ugli

Doctor of philosophy in legal sciences (PhD).

Sh. Zokirov is the author of more than 40 scientific publications. In 2022, Sh. Zokirov defended his dissertation for the degree of doctor of philosophy in legal sciences (PhD) on the topic “Issues of improving the institution of working with appeals in the prosecutor’s office”.

The results of his dissertations are reflected in the Laws “On the prosecutor’s office”, “On appeals of individuals and legal entities”, in the sectoral orders of the Prosecutor General of the Republic of Uzbekistan and introduced into law enforcement practice by the prosecutor’s office.

The main tasks and activities of the Department are:

scientific, information and analytical support for the activities of the President of the Republic of Uzbekistan on the formation and implementation of legal policy in the judicial and legal sphere;

organizing and conducting fundamental and applied research aimed at forecasting and developing priority areas for legal support of reforms in the judicial and legal sphere;

conducting legal expertise and preparing opinions on draft legislative acts in the judicial and legal sphere, submitted for approval to the Administration of the President of the Republic of Uzbekistan;

systemic political and legal monitoring of the effectiveness of law enforcement practice, the execution of decisions of the President of the Republic of Uzbekistan and other regulatory legal acts; development of proposals for strengthening the impact of legal acts on the course of reforms in the judicial and legal sphere.
