On 27 March 2026, the ILLP hosted a research and practice seminar on the topic ‘Current challenges in the formulation and implementation of legal policy in the Republic of Uzbekistan: academic approaches and international experience’.
The main objective of this event was to discuss topical theoretical and practical issues regarding the formulation and implementation of legal policy in our country, to analyse academic approaches and best international practice in this field, and to develop proposals and recommendations aimed at further improving the national legal system.
The seminar was attended by representatives of the ILLP, the Ministry of Justice, the General Prosecutor’s Office, Tashkent State University of Law, the Institute of Parliamentary Studies and other interested organisations.
The event was opened by Vosijon Ergashev, Deputy Director of the ILLP. In his opening remarks, he focused in particular on the strategic importance of legal policy in the context of New Uzbekistan, its role in the process of modern reforms, and the significance of legal policy in determining priority areas for legal development.
During the seminar, presentations were given on topical issues such as international experience in the formulation and implementation of legal policy, contemporary challenges in law-making and the promotion of legal literacy, the development of legal education and legal awareness, the role of legal policy in strengthening the rule of law, the significance of parliament in shaping legal policy, as well as the types, forms and methods of implementing legal policy.
During the discussions, a number of important views and proposals were put forward on strengthening the theoretical foundations of legal policy, improving the quality of law-making, ensuring a close link between law enforcement practice and law-making, enhancing the institutional significance of legal culture and legal education, and adapting international experience to the national legal system.
It was noted that in the context of New Uzbekistan, legal policy is one of the key strategic factors in the development of the state and society, playing a vital role in ensuring the rule of law, the reliable protection of human rights and freedoms, improving the efficiency of public administration, and strengthening the foundations of the rule of law.
Following the seminar, it was decided to summarise the views and proposals expressed, systematise them in the form of scientific and analytical conclusions and practical recommendations, and utilise them in future academic and practical activities.
