On October 29, 2025, an international scientific and practical conference on “Modernization of Civil Legislation at the Present Stage of Development of the Republic of Uzbekistan” was held in Tashkent. The event was organized by the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, in cooperation with Tashkent State University of Law, and supported by the German Society for International Cooperation (GIZ).

The main goal of the conference was to discuss key directions for reforming civil legislation, to study international experience, and to develop scientifically grounded proposals for the further improvement of the country’s legal system.

The event brought together members of Parliament, representatives of the judiciary, ministries and agencies, analytical centers, research institutions, and higher education establishments. Among the foreign participants were leading experts and scholars from more than ten countries, including Germany, the United Kingdom, Hungary, Russia, China, Japan, Georgia, Azerbaijan, Kazakhstan, Turkmenistan, Tajikistan, Kyrgyzstan, and others. In addition, prominent international organizations such as UNCITRAL and the European Court of Human Rights delegated their representatives to the conference.

At the plenary session, foreign experts emphasized that Uzbekistan’s strategic goals require the modernization of civil legislation, its harmonization with international standards, and its adaptation to current economic conditions. It was highlighted that the updated Constitution has created a foundation for reforming the Civil Code, aimed at protecting the rights of citizens and businesses, promoting entrepreneurship, and improving the investment climate. Special attention was given to legal mechanisms supporting digitalization and the integration of artificial intelligence.

The conference continued its work in five thematic sections. As a result, the participants presented several proposals and recommendations aimed at the further development of civil legislation. In particular, it was proposed that the reform of the Civil Code should expand its scope of regulation, define the legal status of digital assets, and modernize traditional institutions of civil law. Furthermore, to improve the investment climate, it was recommended to introduce new legal mechanisms inspired by the experience of developed countries, including the principle of good faith and flexible organizational and legal forms for business.

Overall, foreign experts highly praised the level of organization and the depth of academic discussion at the conference, noting the active support of Uzbekistan’s scientific community by the state in the process of legislative modernization, which, in their view, contributes to the effective implementation of economic and legal reforms.
