On April 16, 2025, an international round table on the topic: “Democratization of the system of state and social construction: the experience of Slovenia and Uzbekistan” was held in Tashkent, organized by the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan. The round table was held on the sidelines of the international conference “Constitutional and legal problems of modernization of the system of representative bodies: international experience for Uzbekistan”.

The event was attended by representatives of the Oliy Majlis, the Constitutional Court, the Supreme Court, analytical centers, research institutes and higher educational institutions.

The Slovenian side was represented at this event by the Advisor on International Relations to the President of Slovenia – Professor Zlatko Šabic, as well as Slovenian experts in the field of international relations, socio-political development.

The goal is to exchange experience in the field of improving public administration mechanisms and developing civil society in Uzbekistan and Slovenia, discussing the problems of deepening cooperation between the two countries in the socio-political, socio-economic, including investment spheres.

In his speech, Zlatko Šabic presented a deep analysis of the priority areas of Slovenia’s foreign policy, prospects for deepening comprehensive cooperation between Slovenia and Uzbekistan in the economic, investment, socio-political, cultural and other areas of mutual interest. Having highly appreciated the democratic processes taking place in Uzbekistan, he particularly emphasized the importance of democratic institutions and processes as the basis for the sustainable development of his country.

During the discussion of the issues on the agenda of the round table, it was noted that the reforms carried out in Uzbekistan have become an important factor in building a democratic legal state with strong institutions of democracy, an independent judiciary and an active civil society. The processes of democratization of state and social construction in Uzbekistan are carried out on the basis of a systemic approach, taking into account international standards and advanced foreign experience.

The national speakers presented a systemic and comprehensive analysis of the key areas of democratization of the system of state and social construction. The reports covered such areas as foreign policy and international security, development of the representative and executive branches of government, modernization of the judicial and legal system, formation of a sustainable investment and economic environment, as well as strengthening of civil society institutions. All the designated areas were considered in the context of the phased implementation of the provisions of the updated Constitution of Uzbekistan and the construction of a democratic state governed by the rule of law.

Following the discussions, the participants emphasized the importance of continuing cooperation between the expert communities of Uzbekistan and Slovenia in the field of reforms aimed at deepening the democratization of all spheres of state and public life, strengthening legal institutions, ensuring the rule of law and expanding citizen participation in the management of society and the state.

A high interest was expressed in expanding the expert dialogue on the formation and implementation of scientific and educational, investment and technological, inclusive social policy, the introduction of artificial intelligence in the legislative process, public administration, rational water use, reforms of health insurance systems, and the organization of labor migration.
