On November 17, 2025, in Tashkent following the visit of the President of Turkmenistan to Uzbekistan, a Memorandum of Cooperation was signed between the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan and the Institute of State, Law and Democracy of Turkmenistan in the presence of the heads of the two states.

The signing of the Memorandum was an important step in the development of scientific and legal dialogue and laid a solid foundation for long-term partnership between the leading think tanks of the two brotherly countries, which is fully in line with the course of the leaders of the states to deepen strategic partnership and good-neighbourly relations.

This document opens up broad opportunities for combining the expert and scientific potential of the parties in order to provide analytical support for the reforms being carried out. Its implementation provides for an active exchange of experience in the areas of legislative activity and improvement of law enforcement practices, as well as joint scientific research, conferences and consultations on topical issues of legal policy. Particular attention will be paid to cooperation in the field of training and professional development of legal professionals.

Joint work under the Memorandum is intended to contribute to the further improvement of the national legislation of Uzbekistan and Turkmenistan, creating favourable legal conditions for the sustainable development and prosperity of the states.
