Defended his candidate dissertation on “Intra-type Comparison of Legislation” (1990) and his doctoral dissertation on “Methodological Problems of Comparative Law” (2001).
He is the author of more than 100 scientific and educational-methodological works on the theory and history of state and law, constitutional law, comparative law, comparative legislation, lawmaking, parliamentary law, prosecutorial supervision, criminal and criminal-procedure law, and international law.
He worked in the prosecution bodies and the Presidential Administration, and was elected as a deputy of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan. He holds the special title of Senior Counselor of Justice of the prosecution and justice bodies.
He participated in various activities related to state and social development, including constitutional reforms and lawmaking; he is the author of 3 laws, several amendments to existing laws, and a number of strategic documents.
He teaches at higher education institutions and is a member of scientific and specialized academic councils, scientific seminars, and editorial boards.

The main tasks and activities of the Department are:
scientific, information and analytical support for the activities of the President of the Republic of Uzbekistan in the formation and implementation of legal policy in the areas of constitutional construction and public administration;
organizing and conducting fundamental and applied research aimed at forecasting and developing priority areas for legal support of reforms and analyzing the effectiveness of constitutional building and public administration;
conducting legal expertise and preparing opinions on draft legislative acts in the areas of constitutional construction and public administration, submitted for approval to the Administration of the President of the Republic of Uzbekistan;
systemic political and legal monitoring of the effectiveness of law enforcement practice, the execution of decisions of the President of the Republic of Uzbekistan and other regulatory legal acts; development of proposals for strengthening the impact of legal acts on the course of reforms of the effectiveness of constitutional construction and public administration.
