On 19 December 2025, the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, together with the Notary Chamber, held a scientific and practical seminar on ‘Current issues in improving inheritance law,’ organised with the aim of discussing new approaches to regulating inheritance relations within the framework of the draft Civil Code of the Republic of Uzbekistan, with the participation of deputies of the Legislative Chamber of the Oliy Majlis, representatives of the Supreme Court, the Ministry of Justice, the National Agency for Social Protection, the Chamber of Advocates, as well as experts from Tashkent State Law University, the Academy of Justice and the Institute for Retraining Legal Personnel.

During the meeting, participants comprehensively discussed the key vectors of modernisation of inheritance law. 

Particular attention was paid to issues of expanding freedom of testamentary disposition and finding a balance between the will of the testator and the social function of the law. 

The topic of the digitalisation of social relations, in particular the problems and challenges of legal regulation of the inheritance of digital assets, sparked a lively discussion. 

In addition, experts considered the possibility of introducing inheritance contracts as an alternative instrument for disposing of property.

The agenda also included topical issues of judicial and notarial practice, the protection of heirs’ rights and the participation of the state in inheritance legal relations, including mechanisms for regulating escheated property. 

Following the event, the parties noted the need for a comprehensive approach to reforming legislation, taking into account international best practices and the requirements of the modern digital age.
