From July 16 to 23 of this year, representatives of the ILLP – namely, Sector Head K.Aripova and Senior Research Fellow F.Sattarov, along with experts from the ASDR and ISRS, were in China to study the activities of the People’s Political Consultative Conference as a mechanism for ensuring public consensus and organizing inclusive dialogue between government bodies and various social groups.
During the study visit, meetings were held at the National Committee of the aforementioned Conference, the Development Research Center under the State Council, the Central Institute of Socialism, and other provincial, municipal, and district-level branches of the Conference.
During these meetings, a range of issues was examined, including the Conference’s legal status and functions, the procedure for developing annual consultation plans, the activities of special committees, expert support, and the Conference’s participation in discussions on strategic and regional development issues. Particular attention was paid to the digital, research, and legal-technological tools used to support consultations and public feedback.
The study showed that a positive aspect of China’s approach in this area is the existence of a continuous consultation cycle – identifying a socially significant issue, conducting expert analysis, discussing it with stakeholders, drafting a proposal, submitting it to the competent authority, and following up on feedback.
Overall, this effective mechanism allows China to systematically involve representatives of various social, professional, business, academic, and regional groups in discussions on national and local policy issues.
