On 17 July this year, a discussion on the draft Law ‘On Transport’ took place at the ILLP, with the participation of experts from the Institute for Legislative Analysis and Regulatory Impact Assessment under the Ministry of Justice, which drafted the bill.
The event examined issues relating to the scope of the draft, the allocation of powers among state bodies, the prevention of excessive administrative burdens, the protection of consumer interests and the ensuring of transport safety.
The expected amendments to the Civil Code were also analysed, and an exchange of views took place on the clear delineation of the boundaries between civil and administrative legal relationships, as well as the consistent application of criteria for compensation for damages and liability.
In conclusion, it was emphasised that the academic and practical proposals put forward would serve to strengthen the mechanisms for the direct application of the draft legislation and to create a solid legal foundation for reforms in the transport sector. An agreement was reached on the consistent continuation of cooperation between the draft’s developers and the Institute’s experts.
