On 21 May this year in Tashkent, representatives of the ILLP, namely Academic Secretary A.Rasulov and Senior Research Fellow A.Anorboyev, took part in the international scientific and practical forum ‘Tashkent Cyberlex – 2026’ on the theme ‘Ensuring the Rule of Law in the Digital Age: Balancing Innovation, Human Rights and Security”, organised by the Law Enforcement Academy of the Republic of Uzbekistan.

The event was dedicated to contemporary approaches to ensuring a balance between innovative development, human rights and security interests in the digital age. The discussion focused on issues of legal policy transformation, new challenges for institutions of justice and law enforcement, as well as the prospects for international cooperation in the context of digital globalisation.

Specialised sessions were held as part of the forum, covering key areas of the contemporary digital legal agenda: ‘Innovations in legal science and education: cyberlaw, digital forensics and artificial intelligence’, ‘e-Crime: modern methods and tools of digital forensics’, ‘Artificial intelligence and the digital transformation of criminal proceedings: development, risks and guarantees of individual rights’, ‘Digital evidence and crypto-assets: international cooperation on asset recovery’.

The forum was also attended by representatives of the academic community, forensic science and law enforcement agencies from Uzbekistan, Germany, France, Japan, the Republic of Korea, China, Singapore, the Netherlands, Austria, Latvia, Israel, Vietnam, Turkey, Kazakhstan, Kyrgyzstan, Tajikistan, Moldova and Azerbaijan, as well as international organisations such as the OSCE and the German Foundation for International Legal Cooperation.

Overall, the forum, held for the first time in Uzbekistan, established itself as a large-scale international expert platform focused on discussing the most pressing challenges of digital transformation, seeking modern legal solutions and developing effective mechanisms to ensure legality and security in the context of rapid technological development. The event also contributed to the development of new approaches, the exchange of best international practices and the strengthening of cooperation in the field of digital law, cybersecurity and law enforcement, whilst reflecting the attention paid in Uzbekistan to issues of digital development and the modernisation of the legal system in line with contemporary challenges and global trends, confirming Tashkent’s growing role as a platform for expert dialogue on the rule of law in the digital age.
