On 14 April 2026, the first organisational meeting of the Working Group on the drafting of the Concept of Legal Policy, which sets out the strategic foundations for the development of the country’s legal system, was held at the ILLP.

The task of preparing this important document is identified as a separate priority area in Decree No. 21 of the President of the Republic of Uzbekistan dated 16 February 2026, and the main objective of the study is to raise the national legal system to a qualitatively new level and to formulate long-term forecasts for legal regulation.

In his opening remarks, V. Ergashev, Deputy Director of the ILLP, noted that the adoption of the Concept of Legal Policy would serve as a solid foundation and strategic guidance at the highest level for all other legal documents in accordance with the Constitution.

During the meeting, the initial draft structure of the Concept was approved, as well as a detailed network schedule setting out the stages and deadlines for the working group’s activities.

The working group comprises, alongside experts from the ILLP, representatives from the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor’s Office, the Institute of Parliamentary Studies, the Institute for Strategic and Regional Studies, Tashkent State University of Law and the International Academy of Islamic Studies.
